IDFR was first established under the Prime Minister’s Department on 1 July 1991 following a Cabinet decision dated 6 March 1991. It was officially launched on 12 August 1991 by then Prime Minister Dato’ Seri Dr. Mahathir Mohamad. Its aims were to provide basic training for future diplomats of Malaysia and several selected developing countries, as well as to provide follow-up training for those officers already in the diplomatic service. On 27 March 2004, IDFR officially became part of the Ministry of Foreign Affairs, Malaysia.

The Institute of Diplomacy and Foreign Relations (IDFR) campus on Jalan Wisma Putra, Kuala Lumpur will be officially launched by The Honourable Prime Minister, Dato’ Seri Abdullah Ahmad Badawi, on 8 January 2009.

The ceremony will be held at the IDFR Auditorium. In conjunction with the official launching, the Ministry of Foreign Affairs / IDFR will also be organising ‘Meet the Client Day’ and a publications exhibition. Among the participants for the publications exhibition are Dewan Bahasa dan Pustaka; Center for ASEAN Studies, UiTM and the Institute of Occidental Studies, UKM, who will be showcasing their publications. The general public is invited to attend the various activities; from 2 pm to 5 pm at the IDFR’s hostel lobby. Entrance is free.

An agency under the Ministry of Foreign Affairs, IDFR conducts training programmes, specifically for Malaysian diplomatic officers, but are also offered to officers from other ministries and government agencies. IDFR also provides professional training at various level to enhance professionalism among officers in service. Many of the training courses are also open to diplomats from the developing countries under the sponsorship of the Malaysian Technical Cooperation Programme (MTCP) including ASEAN countries, Asia-Pacific, West and Central Asia, Africa and South America. In collaboration with the National University of Malaysia (UKM), IDFR offers a Master of Social Science in Strategy and Diplomacy. From time to time, IDFR also organises public lectures and round table talks on current issues.
