Speech Writing for Junior Officers 2026

The Centre for Languages and Cultural Diplomacy (CLCD), Institute of Diplomacy and Foreign Relations (IDFR), successfully conducted the Speech Writing for Junior Officers course from 5 to 7 May 2026 at IDFR, Kuala Lumpur. The three-day course was designed to enhance junior officers’ ability to prepare clear, concise and professional speeches for official settings. 

The course brought together Grade 9 and Grade 10 officers from the Ministry of Foreign Affairs, as well as various ministries and government agencies, providing a valuable platform for professional learning and the exchange of experience. 

Key areas covered included understanding speech purpose, audience and tone, structuring speeches effectively, applying techniques for clarity and conciseness, and refining drafts through editing and revision. These sessions aimed to equip participants with practical skills to produce speeches that meet professional standards in official contexts. 

Participants also took part in guided drafting workshops, practical exercises and continuous trainer feedback. Final speech drafts were submitted to demonstrate their progress and application of the knowledge gained throughout the course. 

The programme reflects IDFR’s ongoing commitment to strengthening government officers’ professional communication competencies through practical, focused and relevant training.
