Five international participants from Australia, Brunei Darussalam, Japan and Germany who joined the programme for Regional and International Module from 14th – 25th June 2010 were also awarded the certificate of attendance.
The Diploma was conferred by Yang Berbahagia Tan Sri Hasmy Agam. Tan Sri Hasmy Agam amongst other congratulated the officers, adding that the knowledge and skills acquired over the past six (6) months will help the participants prepare for their long diplomatic career ahead. “ While there is no such thing as a stereotyped diplomat, a good and effective one must possess many outstanding personal qualities, such as a strong commitment and dedication to work, sincerity, integrity, loyalty, trustworthiness, courage, confidence and humility, among others”. Tan Sri Hasmy Agam stressed that a diplomat must be well versed with his or her government’s national policies and be ever ready to promote or defend these policies in the national interest; “Generalist are no longer adequate; we need specialists and experts in various disciplines who can contribute towards the formulation of sound foreign policies and in the effective conduct of these policies”.
The graduation ceremony was followed by a cultural performance given by the officers and the international participants, making it a memorable evening to remember.
Diplomatic Taining Course (DTC) for Diplomatic Officers has been conducted by the Institute of Diplomacy and Foreign Relations (IDFR) since 1991 at the certificate level. On 4th January 2010, for the first time in the history of Institute of Diplomacy and Foreign Relations, the Diplomatic Training Course (DTC) has been upgraded to a diploma level with the first batch of participants will be awarded with Diploma in Diplomacy (DiD). This is the first time in-house Diploma course conducted by IDFR.
The six-month course trains Malaysians junior diplomat in the field of diplomacy and foreign relation commenced on 4th January until 25th June 2010. The objective of this course is to give an in-depth exposure to course participants on the various angles of diplomatic affairs and international relations as part of their professional preparation performing their duties and responsibilities as Malaysia’s representatives to Missions abroad.
The modules embrace a wide yet profound range of topics and contemporary issues at the national, regional and international level. They comprise of modules from international security, global economy, multilateral trade and political relations, ASEAN, religious and racial issues, leadership, negotiation skills and globalization. English Language modules also take a significant part of the diploma’s contact hours as to equip the participants with the effective communication, writing, public speaking and presentation skills. Adding value to the participants’ linguistic ability is the Foreign Language modules in which French, Arabic and Spanish Language are introduced. These young diplomats are also exposed to aspects of social and work etiquette, personal grooming and fine dining as to equip them with socialization skills.
Distinguished speakers from private consultancies, government agencies and ministries, corporate sector and IDFR itself are selected to share their expertise and knowledge on the modules. Apart from in-class lectures, role-play, simulation exercise and activities, the participants are also exposed to the real working environment at a mission during their attachment at a foreign mission module. This experiential learning also incorporates study visits to various sites to give the participants first-hand understanding and encounters. This time around, they had a hands on experience at the Malaysia Mission in Hanoi, Vietnam.
