Malaysian Technical Cooperation Programme (MTCP): ASEAN Trade Facilitation

The Institute of Diplomacy and Foreign Relations (IDFR) had successfully organised the Malaysian Technical Cooperation Programme (MTCP): ASEAN Trade Facilitation from 27 October 2025 to 7 November 2025. The programme brought together 14 participants, including diplomats and government officials from various ministries in Timor-Leste.

Throughout the course, participants deepened their understanding of economic diplomacy through a comprehensive exploration of ASEAN’s trade dynamics. They examined the region’s progress toward ASEAN integration, including trade facilitation mechanisms, customs and excise challenges, and the practical realities of the ASEAN Economic Community. The sessions also offered detailed insights into Malaysia’s international trade policy, Free Trade Agreements, and the country’s bilateral and multilateral diplomatic practices that shape regional and global engagements. In addition, participants strengthened their negotiation capabilities by learning core negotiation fundamentals, strategic analytical tools for effective preparation, and analytical methods relevant to trade and economic decision-making. Altogether, the programme equipped participants with a holistic appreciation of ASEAN’s economic landscape as well as Malaysia’s strategic role within it, while enhancing their ability to navigate complex trade issues and support constructive regional cooperation.

Participants also enjoyed a series of immersive visits that offered a vibrant glimpse into Malaysia’s cultural richness, architectural landmarks, and administrative landscape. Their exploration in Kuala Lumpur included iconic sites such as Batu Caves, KL Tower, KLCC, and Central Market, allowing them to appreciate the country’s religious diversity, modern skyline, and cultural heritage. In Putrajaya, participants experienced a curated programme featuring a Malaysian food diplomacy and networking lunch session with Dato’ Chef Ismail and relevant Wisma Putra Desk Officers at Rebung Restaurant, a scenic cruise showcasing the city’s unique design and planning, and visits to key government administration areas including the Ministry of Foreign Affairs. These activities provided participants with a well-rounded understanding of Malaysia’s identity, blending culture, governance, cuisine, and people-to-people connections to complement and deepen their overall learning experience.

The key highlight of the programme was the three-day, two-night study visit to Negeri Sembilan, where participants explored how state-level initiatives contribute to Malaysia’s economic growth. The visit featured an engaging session with the Negeri Sembilan State Secretary’s Office, offering insights into strategic planning, federal-state coordination, and the state’s role in supporting ASEAN’s broader goals for economic integration and inclusive development. Participants also toured Techpark @ Enstek, one of Malaysia’s most dynamic halal industry hubs, where they learned about efforts to strengthen niche sectors and expand opportunities within the global halal ecosystem. To appreciate the state’s rich cultural heritage, the group visited the Negeri Sembilan State Museum to learn about the distinctive Adat Perpatih matrilineal tradition, while also enjoying local culinary favourites. This visit provided participants with a meaningful blend of economic, developmental, and cultural perspectives, enriching their overall understanding of Malaysia’s governance and growth strategies.

Overall, participants provided excellent feedback on the course and showed a high level of commitment and engagement throughout the sessions. They received certificates of participation during the closing ceremony, indicating the completion of their training journey. The ceremony was attended by Mrs. Adelina Soares Martins, First Secretary of the Embassy of Timor-Leste in Malaysia, as well as the Heads of Centres of IDFR.
