Pre-Posting Orientation Course for Home-Based Staff and Spouses under Sistem Pentadbiran Kerajaan Malaysia (SPKM 1/2026)

The Institute of Diplomacy and Foreign Relations (IDFR) has successfully conducted the Pre-Posting Orientation Course for Home-Based Staff and Spouses under Sistem Pentadbiran Kerajaan Malaysia (SPKM 1/2026) from 3 to 13 February 2026. A total of 62 participants from eight (8) Ministries and Agencies attended the nine-day programme. The course aimed to prepare participants for their upcoming postings by strengthening their understanding of our diplomatic mission’s administration and practices; keeping them abreast with current scenarios surrounding global affairs.

The main modules on administrative matters were delivered by Wisma Putra officers in charge of Inspectorate, Consular, Protocols, Foreign Policy, Accounts, Finances and Audit. The Director of the Centre for Leadership, Negotiations and Public Diplomacy (LNPD) provided an engaging explanation of the Vienna Convention on Diplomatic Relations (1961). His presentation helped participants to understand the fundamental legal framework governing diplomatic relations, including the rights and obligations of diplomats. Participants also gained insights from a former Deputy Minister of Foreign Affairs, sharing his experiences and highlighting his key takeaways from managing crisis abroad specifically during the largest evacuation of Malaysian Diaspora from pro-democracy protests and uprisings in the 2011.

This series introduced two new modules namely Pengurusan Perkhidmatan Kontrak KAT and Pengurusan Pengaduan Awam.

The role of spouses was also emphasised, acknowledging their contributions to the success and well-being of officers, providing insight into the challenges of adapting to life in overseas.

Throughout the programme, participants actively engaged with speakers and shared experiences, contributing to a dynamic and interactive learning environment. The course provided both theoretical understanding and practical exposure to real working scenarios- supporting participants in enhancing their knowledge and readiness for overseas assignments.

Participants provided highly positive feedback, noting that the structured approach, engaging speakers, and practical insights enhanced their confidence for their upcoming postings.

SPKM 1/2026 reflects IDFR’s continued commitment to strengthening the competency, professionalism, and preparedness of Malaysian officers serving abroad; ensuring they are well-equipped to represent Malaysia effectively.
