The Institute of Diplomacy and Foreign Relations (IDFR) has organised the Public Diplomacy Course for Junior Officers from 26 to 28 August 2026 at Menara Aras Raya, IDFR. The three-day course brought together junior officers from various ministries and agencies.
In her opening remarks, Ambassador Hafizah Abdullah, Director of the Centre for Leadership, Negotiation and Public Diplomacy (LNPD), highlighted that public diplomacy extends beyond traditional government-to-government relations, encompassing communication, culture, media, education, tourism, food, expertise, and digital presence in shaping a country’s image and reputation.
The programme began with an introduction to public diplomacy and its importance as a form of soft power for Malaysia. The course covered key dimensions of public diplomacy, including public diplomacy through the Malaysia Technical Cooperation Programme (MTCP), the role of traditional and social media in shaping international perceptions, and the use of digital diplomacy as a tool for engagement. Participants also explored food diplomacy and the role of Malaysia’s soft power in advancing the country’s international interests.
The course further examined contemporary challenges in the information environment, including hate speech, as well as the role of economic diplomacy in strengthening Malaysia’s broader international interests. Through discussions, expert sharing, and relevant examples, participants were encouraged to consider how effective communication and strategic engagement can contribute to Malaysia’s image and influence abroad.
Throughout the programme, participants actively engaged with speakers and shared their experiences. The course highlighted the importance of public diplomacy in building understanding, strengthening relationships, and promoting a positive image of Malaysia among international audiences. This helped participants develop a better appreciation of the importance and impact of public diplomacy.
