Competency Enhancement Centre (CEC)

The Competency Enhancement Centre (CEC) is responsible to organise the Diploma in Diplomacy (DiD), a six (6) month mandatory course for junior diplomatic officers of the Ministry of Foreign Affairs, Malaysia prior to their first posting to Malaysian Missions abroad. The programme was designed to develop the skills needed and enhance the knowledge of the participants in diplomacy, international relations as well as Malaysia’s policies and interests.

CEC is also responsible for the Master of Social Science in Strategy and Diplomacy. The course is a collaborative programme between the Institute of Diplomacy and Foreign Relations (IDFR) and Universiti Kebangsaan Malaysia (UKM) since 1999. It aims to provide a comprehensive understanding of the core issues relating to the theory and practice of strategy and diplomacy. It also prepares and equips students from diverse academic backgrounds with the ability to explore the nexus between strategy and diplomacy within the context of the changing global environment. The programme focuses on the understanding of strategic and security issues, diplomacy, inter-state relations, foreign policy, international political economics, international law, defence policy and regional issues.

The programme has produced many Malaysian and international graduates from various fields. Malaysian students who attended the programme are mostly from government agencies namely, the Ministry of Foreign Affairs (MFA), Ministry of Defence (MoD), Public Service Department (JPA), Ministry of International Trade and Industry (MTI), Custom, Research Division JPM, Ministry of Tourism and Culture (MOTAC), Ministry of Energy, Green Technology and Water (KeTTHA), Ministry of Domestic Trade, Co-Operatives and Consumerism (KPDNKK) as well as Ministry of Urban Wellbeing, Housing and Local Government (KPKT). Meanwhile, international students are mostly diplomats from various countries such as Afghanistan, Albania, Australia, Bosnia, Cambodia, Canada, Croatia, Egypt, Fiji, Gambia, Ghana, Hungary, Indonesia, Japan, Jordan, Lao PDR, Maldives, Myanmar, Namibia, Oman, Papua New Guinea (PNG), Philippines, Russia, Saudi Arabia, Sri Lanka, Somalia, Sudan, Tanzania, Thailand, USA, Vietnam, Yemen, and Zimbabwe.
