TCTP - Australia: Diplomatic Training Programme for Timor-Leste Officials

The Institute of Diplomacy and Foreign Relations (IDFR) had successfully organised the Diplomatic Training Programme for Timor-Leste Officials in Dili, Timor-Leste from 13 to 17 October 2025. This trilateral initiative, jointly supported by Malaysia under the ambit of the Malaysian Technical Cooperation Programme, Australia and Timor-Leste was designed to strengthen Timor-Leste’s engagement in regional and multilateral spheres, in pursuit of its aspirations for full ASEAN membership. The course brought together a group of 41 Timor-Leste government officials who participated actively in a week of structured learning designed to enhance their diplomatic knowledge and professional competencies.

Throughout the programme, participants engaged in a series of modules, including Foreign Policy and Malaysia’s Experience, the Role of Public Diplomacy in Foreign Policy, Cross-Cultural Communication, Effective Brief and Speaking Notes, Crisis Management, and Report Writing for Diplomatic Engagements. Additional sessions on Malaysia and ASEAN, Protocol Practices and Diplomatic Etiquette, as well as Economic Diplomacy had also further enriched their understanding of the regional diplomatic landscape and the practical skills required for effective international engagements.

The programme concluded on a positive note, with participants sharing encouraging feedback on the relevance and quality of the sessions. Many highlighted the practical value of the case studies, interactive discussions, and hands-on exercises, which helped broaden their perspectives on both bilateral and regional diplomacy. A certificate presentation ceremony was held to mark the successful completion of the course, celebrating the commitment demonstrated by all participants throughout the week. The ceremony was graced by H.E. Dato' Amarjit Sarjit Singh, Ambassador of Malaysia in Dili; Mr Sidónio Martins, National Director for Political Security Affairs, Directorate General for ASEAN Affairs of the Ministry of Foreign Affairs and Cooperation of Timor-Leste; and Mr Chad Clark, First Secretary for Governance and Economic Development at the Australian Embassy in Timor-Leste, who each congratulated the participants on their successful completion of the programme.
