
The Institute of Diplomacy and Foreign Relations (IDFR) has successfully conducted the Pre-Posting Orientation Course for Home-Based Staff and Spouses under Sistem Pentadbiran Kerajaan Malaysia (SPKM 5/2025) from 4 to 14 November 2025. A total of 81 participants attended, comprising Malaysian Government Officers and their spouses from various Ministries and Agencies. The programme aimed to prepare participants for overseas postings by strengthening their understanding of administrative matters of a mission, international affairs and diplomatic practices.
The main slots on administrative matters was delivered with clarity by Wisma Putra officers in charge of inspectorate, consular, protocols, foreign policy, accounts, finances and audit. IDFR’s Director of the Centre for Leadership, Negotiations and Public Diplomacy (LNPD) has provided an engaging explanation of the Vienna Convention on Diplomatic Relations (1961). His presentation helped participants understand the fundamental legal framework governing diplomatic relations, including the rights and obligations of diplomats. Participants also gained insights from a seasoned diplomat who shared personal reflections from her involvement in the MH17 tragedy, offering lessons on crisis management and emphasised of human aspect of diplomatic service.
The course introduced a new session on the Role of Defence Attaché & Defence Diplomacy, which addressed the importance of defence cooperation and the responsibilities of defence officers at Malaysian embassies. A new slot on the National Investment Aspirations by MITI was included in this series to highlight Malaysia’s current focus of investment. Participants also engaged with experienced officers from Tourism Malaysia, MIDA, MATRADE, EMGS, and MPOB, gaining updates on current trends and developments. In addition, the President and CEO of the Malaysian Integrity Institute shared perspectives on integrity, ethics, and professionalism, complementing the practical knowledge from other experts.
The role of spouses was emphasised, acknowledging their contributions to the success and well-being of officers, and providing insight into the challenges of adapting to life overseas. Slots on personal grooming and etiquette, and fine dining etiquetes, the role of spouse and cultural awareness was delivered for the said objective.
Participants provided highly positive feedback, noting that the structured approach, engaging speakers, and practical insights enhanced their confidence for upcoming postings. The SPKM 5/2025 Pre-Posting Orientation Course reflects IDFR’s ongoing commitment in equipping officers and their families to represent Malaysia effectively, responsibly, and professionally on the global stage.
