
From 11 to 20 May 2026, the Institute of Diplomacy and Foreign Relations (IDFR) successfully conducted the Diplomatic Training Course for International Participants under the Malaysian Technical Cooperation Programme (MTCP) framework. The course brought together 15 diplomats from Bosnia and Herzegovina, Brazil, Egypt, Indonesia, Kenya, Laos, the Maldives, Mexico, Moldova, Myanmar, Nepal, Palestine, Timor-Leste, Türkiye and Ukraine.
Designed to provide a comprehensive understanding of diplomatic conduct and practical expertise, the module covered a diverse range of topics aimed at sharpening essential skills and competencies.
Participants engaged with senior Wisma Putra officials, who provided valuable insights into Malaysia’s foreign policy, bilateral and multilateral practices, engagement with ASEAN, and the Ministry’s public diplomacy roles. The course also addressed economic diplomacy, focusing on Malaysia’s palm oil market and sustainable development initiatives. Additionally, prominent guest speakers led active sessions on core diplomatic competencies, including international negotiations, protocol, diplomatic etiquette, and strategic management.
Beyond the classroom, participants explored key administrative centres and cultural landmarks in Putrajaya and Kuala Lumpur, including the Putrajaya Mosque, Putrajaya Square, Batu Caves, the Petronas Twin Towers, KL Tower, Central Market, the Malaysia Tourism Centre, and the Kuala Lumpur Craft Complex.
The participants also embarked on a three-day study visit to Pahang, led by Ms. Maslina Ngah Mamud, Director of the Centre for Political Studies and Economic Diplomacy, IDFR. This excursion offered first-hand insights into the state’s economic and international cooperation through briefings and networking sessions with officials from the Economic Planning Unit of Pahang State Secretary Office, the East Coast Economic Region Development Council, and Kuantan Port at the Malaysia–China Kuantan Industrial Park.
Additionally, participants were briefed on strategic urban planning at Kuantan Tower 188 and sustainable development efforts by the state on a scenic Kuantan River cruise. They also immersed themselves in Pahang’s rich cultural heritage with visits to the Natural Batik Village, the Royal Weaving Centre in Kg. Soi, and local small-and-medium enterprises (SMEs), including keropok lekor vendors and Bazaar Serambi Teruntum Craft Centre.
The course concluded with highly positive feedback, reflecting the strong commitment and active engagement of all participants. The programme wrapped up with a Closing and Certificate Presentation Ceremony to celebrate the successful completion of the ten-day course. The event was graced by H.E. Daniella Ortega de Paiva Menezes (Ambassador of Brazil), H.E. Dr. Mariyam Shabeena Ahmed (High Commissioner of the Maldives), H.E. Luis Javier Campuzano (Ambassador of Mexico), H.E. Mr. Jehad Alqedra (Ambassador of Palestine), and H.E. Dr. Hennadii Nadolenko (Ambassador of Ukraine). Also in attendance were representatives from the embassies and high commissions of Bosnia and Herzegovina, Egypt, Indonesia, Kenya, Laos, Nepal, Timor-Leste, and Türkiye, alongside IDFR Heads of Centre, and officers from Wisma Putra and IDFR.
